George Washington High JROTC Instructor arrested on sex abuse charges

UPDATE:

An Army Junior Reserve Officer Training Corps instructor at George Washington High School in Charleston?was arrested Monday and charged with sex abuse.?

Martin Dale Kirby was charged with sexual abuse by a parent, guardian or custodian, after he had sexual contact with a female?student at G.W. High School on two occasions.

Investigators with the Kanawha Bureau of Investigation said Kirby admitted to having sex with the student.

Kirby has since been released on bond.?

The incidents happened on or around September 2010, according to the criminal complaint.

Kirby and the female victim, who was a minor enrolled in the program at the time, organized two private meetings at the JROTC office on GW grounds.

The complaint stated that during the first meeting, the victim claims Kirby touched her inappropriately touched her and kissed her; the day after, she claimed they had consensual sexual intercourse.

Cpl. B.D. Humphreys told 13NEWS that authorities found cell phone and land line records?between Kirby and the victim, but that the two also communicated via e-mail and instant messaging on the computer.

"I think it's easier now?than ever for these type of relationships to occur," Cpl. Humphreys said. "There are so many kids for ways to communicate."

Beckie Drumheler, of Charleston, said she has close ties to the JROTC program. Her son graduated as a commander at GWHS in 1999.

"When my son was there, I speak very highly of the program." Drumheler said. "I hope this doesn't harm the program in the future, that they would do away with it. I think many people benefit from the ROTC programs."

?Her son, Edward Drumheler IV, now 32 years old, attended West Point, .fought in the Iraq War, and was awarded a Purple Heart.

She said she hopes the accusations are false because she believes the program has served its students--and those students, in turn, have served our country.

"This is a sad thing," Drumheler said. "It's a blemish on the program. I'm very sad, and I hope this man gets his day in court."

Kanawha County School Board President Pete Thaw told 13NEWS the arrest was news to him. Thaw said as of 7 p.m. on?Tuesday, school officials had yet to contact him about the issue.
